Liberating the F.A.N.G. Center and Starting the Quest
To begin your journey toward recruiting Cheeseburger, head to the Whitetail Mountains region controlled by Jacob Seed. Your primary objective in this area is to locate and liberate the F.A.N.G. Center outpost from cult control. Clearing out the enemies occupying the facility opens up access to key non-player characters in the region.
Once the outpost is secured, locate an NPC named Wade Fowler near the animal enclosures. Cheeseburger requires fresh salmon because his dietary restrictions prevent him from eating actual fast food. Having the fish in your inventory allows you to proceed directly to Cheeseburger's hiding location.
Finding Cheeseburger and Defending the Outpost
After securing the salmon, travel east toward Linero Building Supplies to locate the missing bear. Clear out the small group of cultists guarding the perimeter of the construction yard before heading down to the water's edge. Approach Cheeseburger on the bank to trigger a cutscene where you offer him the fresh fish.
Although Cheeseburger quickly accepts your offering, the mission is not finished immediately after feeding him. Waves of cult members will attack the facility in an attempt to capture the beast.
